The armed robber is a human criminal who robbed Mr. Jaffe's grocery store at gunpoint repeatedly, at least three times in January, 1995 alone.

Shortly after the Manhattan Clan swore to protect Manhattan, they tracked down the armed robber and "encouraged him" to return the money he stole and turn himself in. ("Reawakening")
