Gang Leader was an unnamed character from the The Goliath Chronicles episode "And Justice For All".

The episode sees him and his henchmen attempting to rob a jewelry store and fails though Goliath is framed for robbing it even though nothing was stolen.

He later proves his innocent by breaking the law of all things and uses a recorder to trick Gang Leader into admitting to attempted robbery.
