Mr. Acme is the technician and weaponsmith whom Vinnie employed to build "Mr. Carter" for him. ("Vendettas")

Real World Background
Mr. Acme's name is a reference to Acme, the supplier for various pieces of (unreliable) roadrunner-catching equipment used by Wile E. Coyote in Warner Bros. cartoons.

While he thinks Mr. Acme could make the occasional reappearance, Greg Weisman has serious doubts that he'd be able to use the character's name again. [1]
