The Oscilating Virus Filter was a device that Reed Richards had planned to use to reactivate the android Dragon Man, with his benevolent programming intact.

The Oscilating Virus Filter was delivered to the Baxter Building by disguised supervillains Yuri and Kondrati Topolov.
Characteristics
The Oscilating Virus Filter is a large cubic device, large enough to require at least two worker to transport. It was presumably designed to filter computer viruses and other unwanted programming via some process of oscilation.
